Implementing code of conduct for law enforcement officials

Context:
Specific concerns include: selection, education and training of officials; salary and working conditions and the implications of inadequate remuneration; discipline and supervision, specifically with regard to internal discipline and external control; treatment of complaints by members of the public.
Implementation:
The United Nations adopted a [Code of Conduct for Law Enforcement Officials] in 1979. The seventh UN Congress on Prevention of Crime and Treatment of Offenders called for more effective implementation of the Code in 1985.
