Planning development of human resources

Implementation

ILO improves the capacity of governments to develop national and sectoral human resource development policies that are commensurate with their development objectives in a period of demographic evolution, rapid technological change and structural adjustment. These require adjustment of the training output to the changing demand patterns for skilled workers in the labour market. ILO also assists in the introduction of flexible, responsive and cost-effective training programmes. There is a specific concern to broaden access of certain population groups, particularly women, to training opportunities.
