Claim

The gap between developed and undeveloped peoples around the world is no longer a question of natural resources or wealth, but of methods for planning and acting. In many societies this has historically been the function of the adults and elders in a community. Therefore the education of adults cannot be valued too highly. Although young people may develop faster, due to the focus of educational programmes for their age group, training only the next generation neglects development of the total community and therefore delays significant social change.

Earlier physical maturity leads to conflicts with parents who feel that their adolescents ar "too young" to be undertaking experiments which they themselves underwent a year or two later in chronological age.
