Ineffective educational policy decisions

Groups which determine educational priorities operate on a very local level from a perspective too narrow to include broad social issues. Thus, for example, although wishing to provide future-oriented education, school boards often tend to make very conservative decisions, lacking in the wisdom available from outside sources.
