Encouraging substantial bilateral debt reduction by creditor countries

Implementation:
This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities.

Particular attention should be paid to the resource needs of debt-distressed developing countries which are making great efforts to continue to service their debt and meet their external financial obligations.
