This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities.Agenda 21 recommends supporting development of an expanded monitoring network to describe cycles (for example, global, biogeochemical and hydrological cycles), to test hypotheses regarding their behaviour and to improve research into the interactions among the various global cycles and their consequences at national, subregional, regional and global levels as guides to tolerance and vulnerability.
