Preparing environmental guidelines for safe discharge of waste

Context:

This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities. Agenda 21 recommends identifying, developing and harmonizing methodology and environmental quality and health guidelines for safe waste discharge and disposal.

Article 4(2)c of the 1999 Draft Protocol on Water and Health to the 1992 Convention on the Protection and Use of Transboundary Watercourses and International Lakes, states: The Parties shall, in particular, take all appropriate measures for the purpose of ensuring: Effective protection of water resources used as sources of drinking water, and their related water ecosystems, from pollution from other causes, including agriculture, industry and other discharges and emissions of hazardous substances. This shall aim at the effective reduction and elimination of discharges and emissions of substances judged to be hazardous to human health and water ecosystems.
