Incidence:
Vessels can anchor outside the territorial limit in order to broadcast into a country without being constrained by national regulations or taxation. Abandoned installations (such as oil platforms or anti-aircraft platforms) constructed on the coastal shelf outside territorial limits may be taken over by individuals and groups and then declared independent of the country which originally built them.
