Nature:

Conducting an international business transaction prohibited or declared to be unlawful by a statute with the intent to conceal the transaction from a government agency authorized to administer the statute or with the knowledge that his unlawful conduct substantially obstructs, impairs or perverts the administration of the statute or government functioning.

The exportation of weapons, ammunition and explosives to organizations and countries expressly banned from such trade are examples of unlawful business transactions.

Incidence:

In 1993, it was reported that Chinese arms and criminals are being smuggled into Hong Kong for use in violent crimes, and luxury cars are being stolen at the rate of 6 per day in Hong Kong and smuggled into China. The border with Guangdong Province is the most common point of exchange; by speedboat, the trip takes less than 15 minutes.
