Creating a local-global grassroots accountability network which allows an individual to be heard within the framework of the established judicial structures. It includes decision-making reflecting the interests and voice of the individual as he participates in the review of judicial decisions accountable to the demands of the global context.

Tactics include: enabling judicatory participation, establishing judicial communication, impacting judicial leadership, globalizing judicial process, and enabling judicial consensus.
