Monitoring illegal traffic in hazardous waste at the regional level

Implementation

This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities.

Agenda 21 recommends that the UN regional commissions, in cooperation with and relying upon expert support and advice from UNEP and other relevant bodies of the UN system, and taking full account of the Basel Convention, should continue to monitor and assess on a continuous basis the illegal traffic in hazardous waste, including its environmental, economic and health implications, drawing on the results and experience gained in the joint UNEP/ESCAP preliminary assessment of illegal traffic.
