Delays in community building programmes

Complicated delays in construction may lead, in some communities, to houses lying partially completed, inadequate transport facilities, undesignated storage space, and vague village plans. As long as construction remains unfinished, the people are not tied down to building their future livelihood and a sense of ownership and pride in the community is prevented.
