Self-defeating style of community planning

The economic and social livelihood of rural communities is increasingly dependent upon planned, locally-based services; but at the same time, absence or shortage of electricity, transport and communications create a self-reinforcing sense that such services are impossible to obtain and that making plans to acquire them is not feasible.
