Context:
Nighttime sports give youths who are at risk of getting into crime, an alternative that is physically and emotionally healthy and non-destructive. Sports activities are organized at night, because this brings youths of the street and at a time of day when crime soars.
Implementation:
Midnight basketball began in 1986 in the USA as one worried town manager's response to escalating crime. The US Crime Bill's 40 million dollar commitment to nighttime sports leagues is under review in 1995.
