Formulating opposition opinion

Description:
Enabling the minority to express a dissenting opinion. The effect would be focusing the minority voice to give it power in the decision-making process.
Context:
An integral part of incorporating minority voices by honouring minority wisdom in decision-making processes.
Implementation:
Tactics include: action training to mobilize the opposition by training them in common tactics and methods to express their viewpoint; minority polity to formulate a plan to channel opposition opinion into the decision-making process; neighbourhood organization to provide an operation base at the local level; intra-minority factions to incorporate the diversity of factional stances to provide an avenue for recognition; and minority theoretics intended to expand the context out of which the minority opinion is based. An example is the Montgomery, Alabama bus boycott which dramatically focused the black man's need to participate in decision-making on one specific issue.
