Agenda 21 recommends encouraging self-sufficiency in hazardous waste disposal in the country of origin to the extent environmentally sound and feasible. The transboundary movements that take place should be based on environmental and economic grounds and upon agreements between all states concerned.
Implementation:
This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities.
