Public policy networks (PPNs) are multi-stakeholder processes established to build consensus around specific public policy issues. PPNs bring together representatives from different major groups, as well as government and inter-governmental bodies, who may initially have opposing views on the issue being addressed. The World Commission on Dams is often cited as a prime example of a PPN.
