Identifying technological needs and priorities of developing countries for external aid

Implementation:
This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities. Agenda 21 recommends including identification and evaluation of regional, subregional and national need-based priorities in the development of global, regional and subregional programmes. Plans and studies supporting these programmes should provide the basis for potential financing by multilateral development banks, bilateral organizations, private sector interests and non-governmental organizations.
