Tactics include: political practices to honour every expressed opinion in making decisions; loyal opposition to resist encroachment upon this right; servant polity to serve the needs of the constituents; public opinion to enable popular decisions to be expressed; and basic covenant intended to hold before every citizen his expressed purpose for authentically participating in decision-making.
