Government delaying tactics

Incidence:
Governments make frequent use of delaying tactics to postpone the impact of news on politically sensitive issues or on issues which would be embarrassing to government. Tactics include setting up a committee to investigate and report on the issue and delaying the publication of the report by any such body. Such tactics are often designed to provide delays beyond the termination of the mandate of the government, either beyond forthcoming elections, or into the mandate of some other coalition.
