Certain countries have little legislation regulating actions which are considered as hazardous to the environment in others. Many countries have legal loopholes permitting some forms of pollution. Many others, even where there is legislation against such pollution, are lax in the implementation of the law. Others are prepared to create exceptions, especially if this is in their financial interest.
