Hazards of being a black motorist

Other Names:
Driving while black
Nature:
Black skinned motorists are stopped on the roads by police for no other apparent reason than that they are black.
Background:
In March 1998, legislation that would begin to address this practice passed the USA House of Representatives.
Incidence:
In the USA this alleged traffic offence is referred to as "Driving While Black." One study of police stops on a section of interstate highway in Maryland, USA gives some insight into the extent of the problem.
