Incidence:

A 1992 report showed an estimated 40,000 empty flats in Poland. Although many young Poles dream of moving out of their parents' homes, the approximate 1992 inflation rate in Poland deters them from venturing out, and consequently leaves many flats empty. Warsaw residents are able to barter their housing stock with flat exchange offices, who offer exchanges of apartments half the size of those bartered.
