Implementation
Since the collapse of the former Soviet Union, numbers of unemployed Finns have taken to living in Estonia. It is a short ferry ride from Helsinki to Tallin. Since the present unemployment benefit in Finland is paid at 60% of the recipient's previous wage, they can live in a wage bracket somewhat higher than that of the Estonian prime minister.
