Context
For any form of social development to be effective, a basic infrastructure is a primary requirement. This must include housing, health care, social services, work opportunities and training programmes.
Claim
What the world needs today most are agents of social change, but students aim at becoming good professionals. Can a person be a good professional and at the same time an agent of social change? Is it a contradiction?
A policy to promote social development should have at least seven elements, four overarching objectives and three essential means. In addition, participation is the glue that holds all this together. The four overarching objectives would be to: (a) Maintain social cohesion; (b) Foster equity; (c) Reach the ultra poor; and (d) Strengthen cultural identity. The three essential means are to: (i) Promote social mobility; (ii) Support institutional development; and (iii) Encourage participatory social policy research.
