Context

In most circumstances, conventional low-cost infrastructure programmes are provided by the public sector and thus exposed to severe financial constraints.

Implementation

To foster this strategy at a national level the World Bank recommends the following. Do: coordinate land development; emphasize cost recovery; base provision on demand; improve slum infrastructure. Don't: Allow bias against infrastructure investment; use environmental concerns as reason for slum clearance.
