To foster this strategy at a national level the World Bank recommends the following actions: (1) reduce regulatory complexity; (2) assess costs of regulation; (3) remove price distortions; (4) remove artificial shortages; (5) don't impose unaffordable standards; (6) don't maintain unenforceable rules; and (7) don't design projects without a link to regulatory/institutional reform.
