Upgrading basic utilities system

  • Updating basic utilities
  • Providing fundamental utility services on demand
  • Extending basic physical infrastructure services

Claim

There are clear advantages to public/private partnership in the provision of basic services and infrastructure. While community involvement can reduce costs, increase cost recovery and promote sustainability, it is impossible for the poor to develop all the services they need by themselves. The capital costs of installing major infrastructure are too high. private suppliers (usually in the informal sector) can enjoy significant cost and efficiency advantages over centralized provision. However, if coverage, accessibility and quality are to be maintained at acceptable levels, private suppliers must be supervised by the government and operate within a framework controlled by the State.
