Claim

Universal suffrage may be achieved either at the level of referendums on issues or at the level of electing government officials. The incorporating of questions concerning opinions into official census or income tax forms is a useful development of the public's right of expression.

Counter-claim

Groups who do not owe allegiance to the society should be excluded from voting because they will not have the best interests of the society in mind.

Groups who are incapable of making decisions should be excluded form the decision-making process.
