Tactics include: accountability format to establish accountability structures and heritage recognition; private initiative to create the structures through which community activities can function; family direction to enable family mission and struggle within its care structures; public agencies to provide services to the community which furthers its existence; and symbolic responsibility to unite the family and community in a common mission. An example is a family that successfully operates by consensus and thereby convinces neighbours to try the same method of family decision-making.
