In recent years, and particularly in conflict situations where international intervention might entail enforcement actions, the U.N. Security Council has increasingly taken to delegating the implementation of policy mandates to interested countries or regional organizations.

If the U.N. employs military action, it can command forces from any -- or many -- nations with authority exceeding the Commander-In-Chief of participating nations.
