Codifying unifying covenants

Creating a fresh awareness of a fundamental covenant to care for all men by attention to the ideology out of which legislation is made. This would enable individual participation in the global-social order.

Tactics include: compiling existing mores, establishing fundamental rights, retaining foundational tradition, guarding personal integrity and regulating legal flexibility.
