Campaigning against the export of toxic materials

In 1991 the government of El Salvador was approached with an offer to build a City of Goodwill along the Pacific coast. The construction materials were to be 3 million tonnes of ash from USA power plants, reputedly toxic. In 1993, following local and international campaigning, the government refused to accept the offer.
