Aside from the obvious difficulty in documenting violations in the field (and notably in conflicts such as Bosnia), other pressures on international meetings to which any such documents may be presented may prevent the proceedings of such meetings from being recorded in written form. In October 1993 it was announced that because of financial pressures on the United Nations summary records could not be made of the proceedings of the Human Rights committee, thus depriving the meetings of any archival mechanism and preventing any spotlight from being cast on the activities of governments in violation of human rights conventions.
