Limited local respect for regional and global legislation

Everyday experience concerning both local and national laws suggests that the majority of the world's people have no sense of responsibility toward the laws that govern their lives, and therefore little respect for law and law enforcement. The result is widespread frustration and anger toward any power structure, and a feeling that nothing can be achieved beyond the local level.
