Incidence
The international community remains far from any common policy on regional aggression, disaster relief or major abuses of human rights. There is no provision for dealing with anarchical social breakdown (as in Somalia). There is no collective political will to act. Existing mechanisms of common action (such as the United Nations) are discredited by the effectiveness of the acts of defiance of those who disturb the peace.
