Deficiencies in national and local legal systems

National and local legal systems can be deficient in a number of ways. Law enforcement systems can be inadequate. Enforcement officers can be ill-equipped to enforce laws or corrupt. The general public can be opposed to or unsupportive of law enforcement. Judiciary systems can be corrupt, undertrained or overloaded. Law faculties may be insufficient or may offer poor training. Law libraries may be inadequate for schools, judges, lawyers and other auxiliaries of justice. Judges and other court officials may be untrained or undertrained. Laws and courts may be inadequate, confusing or obscure. Legal material may be uncollected and poorly classified. Prisons may be understaffed or poorly staffed. Systems of punishment may be in violation of human rights conventions or incapable of being equitable.
