Following any serious security incidents, the International Committee Red Cross now automatically approaches the government or the de facto authorities and demands that the affair be carefully investigated so that those responsible can be identified and brought to justice, thus making it possible for humanitarian operations to continue. Combatants should be made accountable for their acts of aggression against humanitarian personnel, and the international community should strongly support the view that such acts cannot go unpunished.
