Establishing international institution for international migration concerns

Context:
Two percent of the global population or 100 million people are emigrants. This number is predicted to rise substantially as the vast majority of the world's rapidly rising population occurs in developing (migration-out) countries. The establishment of an international institution may be needed to effectively deal with the full range of international migration issues.
