Increasing institutional capabilities for developing countries

This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities.
Institutional upgrading or other appropriate measures will be needed to build up technical, managerial, planning and administrative capacities at the national level to support Agenda 21 activities. Such measures should be backed by international, scientific, technical and financial assistance adequate to facilitate technical cooperation and raise the capacities of developing countries.
