This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities. Agenda 21 recommends strengthening and expanding the scope of existing regional programmes and the activities of appropriate UN organs and organizations, such as the World Food Programme (WFP), the Office of the UN Disaster Relief Coordinator (UNDRO) and the UN Sudano-Sahelian Office, as well as of non-governmental organizations, aimed at mitigating the effects of drought and emergencies.
