Lack of arbitrating in the commodity markets

Arbitrating is valuable in keeping markets efficient. It can take place when the usual price relationships are distorted and someone intervenes in an attempt to make a profit by simultaneously purchasing one commodity against the sale of another, or the same commodity for delivery date but on different exchanges, etc.
