The term underground press refers to anti-government illicit publications. They exist mainly in countries with a totalitarian regime which would prevent them from appearing openly. They are the voice of the subdued political groups within an autocratic regime and are vital in that they keep alive political opposition and a sense of possible freedom. The very oppositional nature of these publications makes them revolutionary and agitational. They often may be, however, the products of immature students and intellectuals, too for removed from reality to offer any constructive recommendations to their societies, except simplistic calls for overthrowing the system.
