Meetings are "weakwilled" when the participants can be said to allow the circumstances to shape their intentions. Often this results in avoiding proposals and plans that are "impossible in the circumstances". The effect of the conference is not very visible.
[Advantages] Tends to be sensitive and realistic about the "real situation" and to follow a path that evolves according to the circumstances.
[Disadvantages] Good intentions and sensible proposals can be structured not only by "force of circumstances" but even by fear and timidity.
