Conferences made up of representation from medial level associations who are relatively un-integrated into the major structural processes of society.
[Advantages] These groups have formed and come together because of the gaps in the major structural processes of society and therefore bring a perspective that reveals points of strain and stress in the system.
[Disadvantages] The lack of the functional significance of the "majoral associations" and often more or less dependent on them tends to encourage low risk compromise proposals.
