Training competent professionals in the sciences

Implementation

This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities.

Agenda 21 recommends that emphasis should be given to encouraging collaboration among and training of scientists, extension workers and users to produce integrated systems. Special consideration should be given to the execution of programmes for training and exchange of knowledge on traditional biotechnologies and for training on safety procedures. Given the importance of good management of research resources for the successful completion of large multidisciplinary projects, continuing programmes of formal training for scientists should include managerial training. Training programmes should be developed, within the context of specific projects, to meet regional or national needs for comprehensively trained personnel capable of using advanced technology, so as to reduce the "brain drain" from developing to developed countries.

Claim

Agenda 21 asserts that training in the basic and applied sciences of competent professionals at all levels (including scientific personnel, technical staff and extension workers) is one of the most essential components of its type of programme. Creating awareness of the benefits and risks of biotechnology is essential.
