Strengthening productive capacity of low-income groups

ILO advises governments on the design of labour-intensive schemes. Through the cost-effective construction of infrastructural and other assets, these schemes aim to strengthen the productive capacity of low-income groups during periods of rapid economic change and to mitigate the social consequences of structural adjustment.
