Implementation

This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities.

In 1993, in response to pressure exerted by a coalition of Philippine NGOs, the Asian Development Bank approved a Technical Assistance Grant of US$ 600,000 for a long-term Power System Planning Study to examine energy efficiency and perceived energy needs.
