In 2002, U.S. stakeholders agreed to a Memorandum of Understanding on a national voluntary stewardship programme for used carpet. The MOU says the parties have agreed to divert about 40% of used carpet from landfill by 2012 through various methods, though industry finally agreed to the "cap' on burning in cement kilns to 3% of waste. The agreement calls for reuse of about 3-5%; waste-to-energy of 1% or 67 million pounds, and recycling of 20-25% or more or about 640 million kilograms by 2012.
