Implementation
This strategy features in the framework of Agenda 21 as formulated at UNCED (Rio de Janeiro, 1992), now coordinated by the United Nations Commission on Sustainable Development and implemented through national and local authorities.
Agenda 21 recommends that international organizations and national and local governments, in cooperation with non-governmental organizations, should provide focused training on low-cost waste collection and disposal options, particularly techniques for their planning and delivery. Intercountry staff exchange programmes among developing countries could form part of such training. Particular attention should be given to upgrading the status and skills of management-level personnel in waste management agencies.
